November 7, 2000 Election

In 2000 (year 35 of operattions for the Icabone Swimming Pool), the Cañon City Area Recreation and Park District proposed the construction of a recreation center to replace the pool for the second time. This time the facility would be constructed at the Holy Cross Abbey. Like the issue in 1989, it was a grassroots effort led by a collaboration of citizens and the Recreation District. The proposed facility featured a lap pool, leisure pool, warm water therapy pool, water slide, one court gymnasium, multipurpose room, classroom, teen center, climbing wall, cardio room, and weight room. The cost of the proposed facility was $9.4 million.
There were two ballot questions associated with this project. Question 5A would fund operational subsidy with a limit of 2.2 mills and would not sunset, but it could never go above 2.2 mills. Question 5B authorized the District to sell general obligation bonds in the amount of $9.2 million. This was a 20-year bond and would require a mill levy increase of 4.2843 mills. These mills would sunset no later than December 31, 2020 depending on if the bonds were paid off earlier.
At the election, voters said no to both questions by the same percentages. 55% said no to Questions 5A and 5B, while 45% said yes.
