Community Pool Replacement Project Team

Partners:

In January 2025, the City of Cañon City started to collect the sales tax for the pool.  In April the  City and the Recreation District entered into an Intergovernmental Agreement (IGA) in which a dedicated amount of the sales tax collected will be transfered to the Recreation District for the design and planning of the new facility.

Owner's Rep:

Building a new aquatic facility is a complex task.  The Recreation District Board of Directors and staff believe it is both practical and necessary to engage an owner's representative with pool building expertise.  In January,  the District issued a RFP (Request for Proposals) for this professional service.  After reviewing the proposals, staff interviewed representatives from Wember Inc. and Anser.  In March the Board approved the contract with Wember Inc.  Currently Wember Inc. is serving as the owner's representative for Cañon City Schools on their projects at Cañon City High School, Lincoln Elementary, and McKinley Elementary. 

As an owner's rep, Wember Inc. will:

  • Help the Recreation District in the search for an architectural firm.
  • Help the Recreation District in the search for a general contractor.
  • Work for the District throughout the construction process with contractors and subcontractors to keep the project on time and on budget.

 

Design & Planning:

Working with Wember Inc., a RFP was issued for an architectural firm for the design and planning of the new facility.  Seven firms submitted proposals.  Of those seven, three were selected to be interviewed as finalists.  They included Barker Rinker Seacat (BRS), Ohlson Lavoie Corp. (OLC), and RDG Planning & Design (RDG).  The interviews were held on May 16th at City Hall in Cañon City.  The interview team consisted of individuals from the Recreation District, City of Cañon City, and Wember.  The interview team made the recommendation to select BRS to design the pool.  BRS was the top selected firm during the interview process and had the lowest bid.  On May 20th the Recreation District Board of Directors agreed with the recommendation and authorized District staff and Wember to enter into contract negotiations with BRS.  On June 10th the Recreation District's Board of Directors approved a resolution to enter into a contract with Barker Rinker Seacat for their services.  

 

General Contractor:

On June 25th, a Request for Proposals for Construction Manager At Risk Services was released by the Recreation District and Wember.  The deadline for qualified firms to submit a proposal is July 8th.  You may get the RFP through BidNet at www.bidnetdirect.com//canoncityarearecreationandparkdistrict or you find the RFP on the Wember LinkedIn page
